Routt County Zoning and Subdivision Regulations Update

The Routt County Planning Department initiated an update to the County’s Zoning and Subdivision Regulations in February 2023. The project team, consisting of planning staff and consultants from DesignWorkshop1, have collaborated with the public and relevant community organizations/stakeholders throughout the update process to ensure the County’s new regulations accurately reflect the visions and goals outlined in the recently adopted 2022 Master Plan2


The update to the Zoning Code and Subdivision Regulations were divided into three modules to accommodate this update process. The project team focused on Module One during the summer of 2023. The Renewable Energy section of Module One has recently been adopted in our Zoning Code and is available for review online at Navigate Your Routt3. Module One also included The Introduction and Agencies of the code. These two sections will be formally adopted in late spring of 2024 along with the contents of Modules Two and Three.


The contents of Modules Two and Three have been merged to accommodate efficiencies identified during the update process. Draft language for these merged modules is more than 50% complete.  A 90% complete draft will be available for public review and comment in the spring of 2024. The topics covered in these modules include: Subdivisions, Land Uses, Development Standards, Planned Unit Developments, and Zone Districts. Two noteworthy themes have been identified in comments and discussions: house size limits and revisions to the Oil & Gas regulations. Our third community pulse survey was designed to gather more input on these themes and more. Please take the survey4 before it closes on February 21, 2024. 


Public engagement has been a crucial component of this process and will continue to be a priority through completion. Outreach efforts included thus far: four community workshops, one pop-up event, two stakeholder meetings, three public pulse surveys (including the survey currently open), and four joint work sessions, (open to the public) with members of the project team, Planning Commission, and the Board of County Commissioners. The public was informed of these opportunities through advertisements in The Steamboat Pilot & Today, email campaigns in the form of Community Newsletters (reaching nearly 6,000 citizens), online via the Routt County Agenda & Minutes Center5, Navigate Your Routt6 (project website), and multiple social media channels. Meeting agendas were regularly posted in the following public spaces: Planning Notice Board, BCC Hearing Room Notice Board, and Clerk & Recorders Notice Board. All public input and feedback received during the five advisory sessions with the technical working group was reviewed and considered by the project team, Planning Commission, and the Board of County Commissioners.
